One of the archived on-road/vehicle regulations during the colonial era found at KITLV is Wat ieder van de verkeersregels moet weten (What everyone needs to know about traffic rules; publisher: Koninklijke Nederlandsch-Indische motor club, Semarang, 1937). It contains a regulation for a special on-bicycle sign implemented for deaf cyclists. It was not accompanied by further explanations, such as suggestions for other cyclists or vehicle riders on what to consider when sharing the road with deaf cyclists or other riders with disabilities. The regulation seems to treat deaf cyclists as mere subjects of regulation rather than as riders/cyclists with rights.

Long after Indonesia’s independence and with the development of transportation technology, the lack of concern and regard for the rights of disabled/diffabled riders/drivers in Indonesia is still there. The majority of regulations and laws are made by non-disabled/diffabled people without proper consultation with disabled/diffabled communities, so many are incompatible and/or ineffective.

Ba(WA)yang Production’s pantomime depicts the experience of Deaf (Idn: Tuli) riders in Indonesia nowadays. Instead of developing regulations compatible with the disabled/diffabled riders and training law enforcement in inclusive communication, the law enforcement tends to just sweep the matter under the rug and avoid “complication” by just letting the Deaf riders go and bypass the proper procedure because they “can’t” communicate with the Deaf.

In this pantomime, you can also see the sticker used for Deaf riders/drivers nowadays. This sticker, along with the other two for riders/drivers with physical disabilities and intellectual disabilities, was initiated by Disability Committee of Daerah Istimewa Yogyakarta, Pustral UGM, and disability organizations that sought an audience with the Department of Transportation Daerah Istimewa Yogyakarta and the Traffic Directorate of the Regional Police Daerah Istimewa Yogyakarta. These stickers are used to inform other riders/drivers so they can take affirmative actions when riding/driving around people with disabilities. However, many people still do not know about the existence and functions of these stickers due to the lack of socialization.
